City Council Creates Retirement Community TIF District

The Bartlesville City Council approved the creation of increment district No. 12 in regards to the Wellington Hillcrest Village retirement community. The council unanimously approved the proposal recommended by the City Planning Commission and TIF review committee at Monday night’s meeting.

Vice Mayor John Kane did recuse himself from the discussion due to a potential conflict of interest.

The project did face some public backlash mostly coming from the residents of Lincoln Road, which neighbors the proposed project. However, Project developer Frank Rees recently was able to smooth over the concerns of the residents by modifying his plan.

These changes to the design have forced the developers to modify their timeline. Rees lays out what the next steps are for the project.

With the adoption of the Bartlesville Retirement Community Economic Development Project Plan the council reserves the right to make any changes to the plan they deem necessary. Interim City Manager Mike Bailey explains that language in the agreement was created to protect the city.

The term of this tax increment district is nine years but Bailey went on to say that it would likely be paid off in seven years.

The Bartlesville City Council will meet next on December 4.
