Owasso voters passed all seven of the questions that were on Tuesday's ballot.  A utility franchise agreement passed with nearly 88 percent of participating voters saying yes.  Six proposed charter amendments passed. The margins varied from 68.3 percent to 91.4 percent but each of them achieved the required 60 percent of votes saying yes.
