On Wednesday, the Quapaw Tribe's Downstream Casino Resort of Oklahoma, withdrew from a proposal partnership in a Kansas state-owned casino, the Emerald City Casino. The reason cited is the creation of a hostile and adversarial environment by the Kansas Attorney General. Quapaw Chairman John Berrey said in a press release that the AG filed a lawsuit halting an expansion of the existing Downstream Casino into Cherokee County, Kansas. Berrey also said that the lawsuit makes it apparent that “the state views Downstream as a competitor.” Berrey said that expansion plans into Cherokee County, Kansas for Downstream Casino will continue as the land belongs to the Quapaw Tribe.
