Representative Judd Strom was the sole lawmaker appearing on Capitol Call Powered by Phillips 66 on Friday.  Rep. Wendi Stearman and Sen. Julie Daniels had other engagements including a Washington County Bridge Ceremony with Commissioner Mike Dunlap and Congressman Kevin Hern.
 
Representative Strom reviewed a busy week at the state capitol that included some anti-abortion bills getting signed into law along with a Second Amendment Sanctuary State bill, the DRIVE Act and a some bills regarding energy securitization in the wake of the recent cold snap.
 
Strom has been working for three years on a correctional facility for young criminals as opposed to a penal facility.
 
It began with Nowata County some time back looking to partner with other counties for a jail. Over time, the discussion moved to bringing in resources from drug and alcohol counselors to mental health counselors, vo-tech to get skills training and more.
 
Five counties have CARES Act money and they are expressing interest in this idea.  Strom says the tribes have been involved with the conversations as well.
